About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Summary

The Ethiopian Red Cross Society (ERCS) is one of the country’s leading humanitarian organizations, dedicated to preventing and alleviating human suffering through humanitarian assistance, disaster response, health, and community resilience programmes. As part of its humanitarian mandate, ERCS implements migration programs that protect and assist migrants, returnees, internally displaced persons (IDPs), refugees, and vulnerable host communities. The Migration and Returnee/Reintegration Program Coordinator is responsible for the overall planning, coordination, implementation, monitoring, and reporting of migration and reintegration programs. Reporting to the Manager, Migration and Restoring Family Links (MRFL) Division, the position provides technical and operational leadership to ensure the effective delivery of humanitarian assistance, protection, Mental Health and Psychosocial Support (MHPSS), livelihoods, social cohesion, and community resilience interventions that promote the safe, dignified, and sustainable reintegration of returnees and other vulnerable populations. The Program Coordinator ensures that all program activities are implemented through established ERCS structures and comply with ERCS policies and procedures, donor requirements, humanitarian standards, and the Fundamental Principles of the Red Cross and Red Crescent Movement. The position also provides technical guidance and support to project staff and volunteers, coordinates with government and humanitarian partners, and ensures timely delivery of quality programmes that strengthen the resilience and self-reliance of affected communities.

Key performance area

Project Planning and Implementation

• Lead the planning, implementation, and coordination of migration projects in accordance with approved project documents, work plans, budgets, and donor requirements.

• Develop annual, quarterly, monthly, and activity implementation plans.
• Ensure timely and quality implementation of project activities across all target branches.
• Coordinate project start-up, implementation, review, and closure processes.
• Monitor implementation progress and recommend corrective actions where necessary.
• Ensure that all interventions comply with ERCS operational procedures and donor requirements.

 Project Management and Coordination

• Coordinate project implementation among ERCS headquarters, regional and branch offices, and partner organizations.
• Ensure effective communication and coordination between project teams and technical departments.
• Facilitate coordination meetings, review meetings, workshops, and planning sessions.
• Strengthen collaboration with government institutions, IFRC, ICRC, National Societies, UN agencies, NGOs, and other migration stakeholders.
• Represent ERCS in migration coordination forums and technical working groups.

Technical Leadership

• Provide technical guidance on migration programming, including:
• Humanitarian assistance to migrants and returnees
• Mental Health and Psychosocial Support (MHPSS)
• Livelihoods and Economic Inclusion
• Social Cohesion
• Community-Based Protection
• Restoring Family Links (RFL)
• Protection, Gender and Inclusion (PGI)

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Monitor project performance against approved indicators and work plans.
• Conduct regular field monitoring and supportive supervision visits.
• Ensure quality data collection, verification, analysis, and documentation.
• Support baseline, midline, end-line, and operational assessments.
• Document lessons learned, best practices, case studies, and success stories.
• Promote evidence-based programming and continuous learning.

 Reporting

• Prepare and submit high-quality weekly, monthly, quarterly, annual, and donor reports.
• Review reports submitted by branch teams and ensure quality and consistency.
• Coordinate financial and narrative reporting with finance, PMER, and technical departments.
• Maintain proper project documentation and filing systems.

Budget and Financial Management

• Prepare annual and quarterly budgets and cash forecasts.
• Monitor budget utilization and expenditure against approved budgets.
• Review Budget Versus Actual (BVA) reports regularly.
• Ensure compliance with ERCS financial procedures and donor regulations.
• Coordinate closely with finance staff to ensure sound financial management.

 Capacity Building

• Identify capacity gaps among project staff and volunteers.
• Organize and facilitate trainings, coaching, mentoring, and technical support.
• Strengthen branch capacity in project management, reporting, MEAL, safeguarding, and financial compliance.

Partnership, Representation and Resource Mobilization

• Build and maintain strong partnerships with donors, government institutions, UN agencies, NGOs, and Movement partners.
• Participate in coordination meetings and technical forums.
• Support proposal development, concept notes, assessments, and fundraising initiatives.
• Contribute to the development of migration strategies, policies, and operational guidelines.

 Risk Management and Compliance

• Identify operational, financial, and programmatic risks and recommend mitigation measures.
• Ensure compliance with ERCS policies, donor agreements, safeguarding standards, PGI, PSEA, fraud prevention, and accountability requirements.
• Promote ethical conduct and adherence to the Red Cross Code of Conduct.

Supervision

• Supervise project officers, consultants, volunteers, and implementing teams.
• Conduct regular performance reviews and provide technical support.
• Promote teamwork, accountability, and staff development.

Qualification Requirements:

Second/First in: Migration Studies, Development Studies, Social Work, Sociology, Psychology, Community Development, International Relations, Economics, Public Health, Disaster Risk Management, Peace and Conflict Studies and Other Related Social Science disciplines.

Experience

• Minimum 7/9 years related work experience.
• progressively responsible experience in humanitarian or development programming.
• At least 5 years of project management experience.
• Proven experience managing donor-funded migration or displacement projects.
• Experience working with migrants, refugees, returnees, IDPs, and host communities.
• Experience in staff supervision, coordination, and partnership management.
